Helping Ukraine reform its public finances

We will help Ukraine reform the management of its public finances and taxes. In addition, we will pass on our experience of the integration process into the European Union. This is another mechanism to assist Ukraine, through the expertise of the Ministry of Finance. Minister of Finance Michal Horváth and State Secretary of the Ministry of Finance Eva Gonçalves received a delegation from the Ministry of Finance of Ukraine. The government delegation is on a three-day expert visit to Slovakia.

Despite the difficult situation, Ukraine is investing efforts in reforms of its public finance management and streamlining tax policy. In doing so, the country is focusing on taking EU legislation into account. And it is in this area that Slovakia is helping our neighbours by passing on our experience. This is the main reason for the Ukrainian delegation’s visit to Slovakia under the auspices of the Ministry of Finance.

“Our ambition is to help our partners from Ukraine in the challenging and ambitious work on the reforms of management of public finances and taxes, to help them using the experience we have gained in the process of EU integration and important reforms. I believe that also thanks to this, Ukraine will be able to push through reforms, which I dare say are a prerequisite for Ukraine's path towards the EU, as well as the effective coordination of donor assistance and the reconstruction of this war-hit country,” said Eva Gonçalves, State Secretary at the Ministry of Finance.

“Ukraine is working on a programme of digitisation of the management of public finances in order to be able to meet expectations for the streamlining of the tax system on the one hand, and a higher level of control and transparency on the other, in order to comply with and prepare for the implementation of EU legislation in this area. Slovakia's experience in these areas is very valuable for us,” said Svitlana Vorobey, State Secretary of the Ukrainian Ministry of Finance.

The topic of further joint discussions will also include the search for current opportunities for our Ministry of Finance to engage in the field of development cooperation or in the reconstruction of Ukraine. The visit is part of the wider EU4PFM programme focused on effective public finance management system. The programme is funded by the EU and its project management is provided by the Lithuanian Central Project Management Agency (CPMA).
